Privileges create more a more disperse and disconnected cities creating micro habitats, that now are completely independent jut for enjoy of fews. The separation between public and private in the upper part of the city have disappear.
Leading to the complete private use of the older layer, phenomena cause by the design of the city that thought spectacle as the priority and not their users. 

In this distopic future,there is only few the priviliged that could show off to have life
as a citizen. The 80% of the population are no more than disposable tools that are used like resources for the functioning of the city which only gobble ground, energy and people. 

Utopic city that exist in the lowest part is the mirror reflection to the upper part of the city. Here is no hierarchy of people. Everyone lives in habitat with a new ecosystem, with good ventilation,access to underground water and lots of greenery.
