Infrastructure
First of all we can’t have a city withouth infrastructure. We need buildings, transportation conections, water and electricity infrastructures. City is full of diverse uses of build enviroment. City infrastructure is something that is manmade and not just found in nature and populated. It has to be maintained. City infrastructure is like a skeleton or nerve conection of the city body.
People
City also consists of people. Can city exist withouth people? Not really. The people give city the essential part! Life. City is build to inhabit people! So people are crusial ingredient! City is alive because of people using all the i frastracture in many different ways and varieties. For every structure people can find new purpose and revive it. People are taking care of buildings and reparing what needs to be repaird. withouth people city would just fall apart, and would not serve its purpose.
Infrastructure and people
At the end city is a huge amount of infrastructure that was manbuild inhabitet by the people. Because of it, city acts like a living organism! Excatly like human or any other body! Cells in the body are always taking care off all the infrastructure in our bodies! They take care of minerals, proteins and all ingredients that are non-organic components. As do people all the time take care of all the build enviroment around us. Always inventing and developing something new, As the mutations in our bodies, to make verything even better and better! A perfect harmony and conection between build and alive matter.

There is two radical questions in your project. What is an infraestructure? and shall we design for people?.....I write two radical answers. An infraestructure is something natural (like a river) and a city could be design for non humans (for birds). If we design with this two answers a city could be an ecosistem for people
